Not every human problem deserves a law

All I know about Governer Jerry Brown is that he was the governer of California a long time ago and post-Arnie he's governer again (and a Democrat). That, and that the Dead Kennedys' California Uber Alles is about him (including lyrics, thanks YouTube).

Can you imagine a British politician, let alone one on the 'left' side of the spectrum, vetoing a law with this reasoning:

While I appreciate the value of wearing a ski helmet, I am concerned about the continuing and seemingly inexorable transfer of authority from parents to the state. Not every human problem deserves a law.

(other than Boris, perhaps).
